I tried this, but just wouldn't stick. I bought the Carter brush and installed one on each wheel of my 14" Jet. Crazy at 10 bucks each, but after putting new tires on I wanted to do it right.

I've taken the time to clean the upper tire and the lower tire. Now I wanna keep them that way for as long as possible. Some band saws come with a brush on the lower wheel. It makes a lot of sense, as the wheel comes by, the brush is knocking off the sawdust and the resin and stuff. My slightly older band saw did not come equipped with a brush but I'd like to have that benefit. So, let me show you how I can solve that. I've taken a toothbrush and first thing was I cut it so that it's gonna fit where I'm gonna show you. The other thing I did is that I put this flat spot on there, I did that with a sander. That flat spot is gonna simply go up against the bottom of the casting here and I'm gonna get some pressure on this brush so that I can glue that to the bottom of the casting and the brush is gonna rub along that tire. It's the stiffest bristle toothbrush that I could get. We'll see how it goes here. I've done this before and it does a great job as an add-on brush for keeping your lower tire clean. I'm gonna simply glue this on with CA glue. So, I'll get a spot of that on my flat spot. Now, as I glue that in I wanna also get some down pressure on the bristles. Hold that in place for a little bit while that glue grabs. Now with that brush set in place, we have added a lower tire cleaner to the band saw. The one I had on there recently that I took off 'cause the bristles got worn out, it was in place like that for about six years before I finally had to replace it. So, it's a great little shop-made add-on for your band saw.
